On Tuesday, 15 April 2025, His Worship the Mayor of Alfred Duma Local Municipality, Cllr Zama Sibisi, visited the Indaka Cluster, covering parts of Wards 30, 31, 32, 33, 34, 35, and 36 at the Limehill Depot. The purpose of the visit was to conduct the Integrated Development Plan (IDP) and Budget Consultation for the 2025/26 financial year with the community and relevant stakeholders. The Mayor, accompanied by Councillors and municipal officials, began with a site visit to the Sheila Road asphalt project in Ward 35 prior to the consultation.
In attendance were the Honourable Deputy Mayor, Cllr S. Simelane; Cllr T.P. Dlamini (EXCO Member); Cllr Z. Madondo (EXCO Member); Cllr S. Kubheka; Cllr N. Mbhense; Cllr N. Thabede; Cllr Mjiyakho; Cllr S. Madondo (EXCO Member); Cllr B. Xaba; Cllr S. Msimango; Cllr Z. Ntsusha; Cllr K. Shabalala; Cllr X. Kubheka; Cllr M. Zikalala; Cllr Khoza; Cllr N. Zwane; Cllr K. Mhlongo; Cllr P. Zungu; Cllr K. Ntini; and Cllr Nzuza, along with izinduna, amakhosi, and municipal officials. Cllr Z. Madondo welcomed all attendees and thanked the municipality for prioritising projects under the Indaka Cluster.
The Honourable Deputy Mayor, Cllr S. Simelane, commended community members for honouring the invitation. He then introduced His Worship the Mayor and shared that, as part of ongoing service delivery efforts, the Alfred Duma Local Municipality has initiated the provision of water tankers to assist communities during times of critical need.
In his keynote address, the Mayor, Cllr Z.J. Sibisi, thanked the community for their participation in the IDP consultation. He emphasised that, due to financial constraints, the municipality is unable to deliver services to all 37 wards within a single financial year (from 1 July to 30 June). As such, priority will be given to wards lacking basic services, in line with a ward-based budgeting approach.
The Honourable Mayor outlined the ongoing projects for the 2024/25 financial year, including:
- Gravel road construction and the Waaihoek Community Hall in Ward 31
- Installation of Apollo lights in Wards 30 and 32
- Gravel road construction in Ward 34
- Asphalt road construction in Ward 35
He also presented the IDP for the 2025/26 financial year, highlighting the following prioritised projects to address challenges in the Indaka Cluster:
- Ward 36:* Asphalt road – R8 million
- Ward 32:* Installation of high-mast lights and asphalt road
- Ward 33:* Installation of high-mast lights
- Ward 30:* Installation of high-mast lights
Planned Projects Include:
- Renovation and fencing of oHwebedini and KwaJwili halls
- Construction of asphalt roads in Wards 32 and 36
- Provision of access roads
To promote self-help and self-reliance, the municipality continues to provide ploughing services, fencing materials, and seeds to communities through the Local Economic Development Department. Furthermore, through its Youth Development Office, the municipality supported 200 matriculants in 2025 with financial assistance for tertiary registration, with a target to support 400 students in 2026. The Mayor encouraged community members, especially the youth, to form cooperatives.
The Mayor also urged the community to refrain from vandalising infrastructure and to protect community assets to ensure uninterrupted service delivery across wards.
